Ecological Transition & Climate Action
At the heart of ALMEE’s mission lies its commitment to driving Lebanon’s ecological transition — the process of shifting toward a low-carbon, resilient, and circular economy — while supporting climate change mitigation and adaptation at both local and national levels.
Through its Ecological Transition & Climate Action program, ALMEE works with municipalities, institutions, and international partners to design and implement integrated strategies that reduce greenhouse gas emissions, improve resource efficiency, and strengthen community resilience to environmental challenges.
This area of work combines policy support, technical expertise, and capacity building to help local authorities and decision-makers:

SEACAP of Menjez (2024–2025)
Development and submission of the Sustainable Energy Access and Climate Action Plan to the Global Covenant of Mayors, including a full Baseline Emission Inventory, Mitigation, and Adaptation Actions tailored to local needs

Convention with ADEME (2022–2024)
Long-term cooperation focusing on energy efficiency, low-carbon strategies, sustainable mobility, climate adaptation measures, and awareness-raising across Lebanon’s local authorities and industries. (Publication)

MEETMED Phase II – Mitigation ENABLING Energy Transition in the Mediterranean Region (2021–2025)
Aimed at harmonizing regional energy efficiency policies, strengthening institutional capacities, and promoting the clean energy transition across the Mediterranean through capacity building and awareness campaigns. (Publication)

Development of Regulatory and Fiscal Instruments for Green Buildings (2022) - LGBC
Formulated a strategic roadmap and fiscal incentives to encourage green building certification, supporting Lebanon’s low-carbon transition and integration of circular economy principles in the construction sector. (Publication)

Implementation of a solar-powered autonomous energy system for the town’s potable water and wastewater treatment stations — combining climate resilience, renewable energy, and water security. (Publication)

Development of a decentralized composting system for organic waste, reducing landfill dependence and emissions, while strengthening citizen engagement in climate-friendly waste management practices. (Publication)

Promoting sustainable waste management and local valorization of organic matter through composting and public awareness — contributing directly to emission reductions and ecological transition goals.
