Industrial Transition
ALMEE actively supports Lebanon’s industrial transition toward sustainability, focusing on cleaner production, efficient resource management, and low-carbon industrial development. As industries face mounting environmental, economic, and regulatory challenges, ALMEE helps them modernize operations through energy efficiency, renewable integration, circular economy principles, and greenhouse gas reduction strategies.
The Industrial Transition area of work promotes innovation across the manufacturing and service sectors by providing technical expertise, policy tools, training, and pilot projects that align industrial performance with environmental responsibility and competitiveness.
Through its Ecological Transition & Climate Action program, ALMEE works with municipalities, institutions, and international partners to design and implement integrated strategies that reduce greenhouse gas emissions, improve resource efficiency, and strengthen community resilience to environmental challenges.
Key priorities include:
Through this work, ALMEE contributes to Lebanon’s broader energy transition and sustainable economic recovery, helping industries reduce operational costs, enhance productivity, and meet international environmental standards.
01
Convention with ADEME (2022–2024)
Building on more than 30 years of collaboration with ADEME France, this program supports Lebanon’s industrial sector in developing low-carbon strategies, adaptation plans, and public policy tools. It includes activities such as training for industrial actors on ISO 50001, capacity building on energy audits, and defining a roadmap for sustainable mobility and production.
02
TESSA Project (2025–2026)
Aimed at contributing to energy transition and inclusive economic growth, the TESSA initiative promotes green business creation, SME development, and job placement in sustainable industries. ALMEE’s contribution focuses on strengthening local capacities for energy management, supporting industrial innovation, and fostering an enabling regulatory environment for green entrepreneurship.
03
CLEANERTEC Project – Toward Clean Energy Technologies and Innovative Environmental Solutions (EU)
In partnership with COSV and local municipalities, ALMEE worked on industrial energy efficiency and clean technology adoption. Activities included case studies, training sessions, and the development of financial mechanisms to encourage renewable and energy-efficient solutions at the municipal and industrial levels.
04
EE Indicators for Mediterranean Countries (MEDENER)
This project established a regional monitoring system for industrial energy use and efficiency. By developing standardized indicators and national databases, ALMEE contributed to tracking industrial performance and identifying key opportunities for improvement across the Mediterranean basin.
05
French GEF Project – Energy Efficiency in Buildings (PEEC)
While focused on buildings, this project’s outcomes were extended to the industrial sector, demonstrating the technical and economic feasibility of energy performance improvements that can also be replicated in manufacturing facilities. 06
UNIDO TSS1 Project – Monitoring of Atmospheric Pollution in Lebanon
ALMEE contributed technical expertise to establish industrial pollution monitoring systems, setting the groundwork for future emission control strategies and industrial environmental reporting frameworks.
07
Climate Change Enabling Activity Project (Lebanon)
As a member of the national coordinating and mitigation teams, ALMEE prepared the energy and industrial sector components of Lebanon’s national greenhouse gas inventory, including emission baselines and proposed mitigation measures for key industries.
08
ADEME–ALMEE Industrial Energy Training and ISO 50001 Implementation
Conducted hands-on training workshops for the industrial sector, focusing on energy auditing, management systems, and renewable energy integration to help companies align with international sustainability standards and reduce energy costs.
Impact and Vision
Through its work in industrial transition, ALMEE bridges the gap between economic growth and environmental protection. By combining applied research, technical expertise, and collaborative partnerships, ALMEE helps industries adopt sustainable production models, reduce emissions, and enhance competitiveness in regional and global markets. Its long-standing collaboration with ADEME, UNIDO, EU-funded programs, and local stakeholders reflects ALMEE’s commitment to building an industrial ecosystem that is efficient, low-carbon, and resilient — a key pillar of Lebanon’s sustainable development journey.
